How does flex license work and being deduct?

So here is how it works. When the base session limitation is exceeded, we record this current maximum number. Weanwhile we are always checking this number every hour (at each hour, i.e. 00:00, 01:00, 02:00, ... , 22:00, 23:00). However, there is a time/period that if at some point the base is exceeded, and we haven't done the next per-hour check, then at this point, the flex license will not deduct. After less than an hour, when it reaches the next check point the flex license will deduct. For example, let's say we check the session number every hour at 8:00, 9:00, 10:00 ... every day, and at 8:30, the excess happened, but we will not check until 9:00, so between 8:30 and 8:59, the flex license will not deduct. On the other hand, after 9:00, we check the record and finds it larger than the base, then we deduct one day from the flex license. So if the customer check the flex license later (e.g. one hour later), then it should be deducted one day.
