in apache we can set the entire server to utf-8... since you are a
multilingual site you need to enable the same character set everywhere! from
html to your javascripts to xml files! and they can't be simply overridden
with a php or asp command.

in apache I config my servers with

AddDefaultCharset UTF-8

there must be a similar command for iis.
