This file was renamed recently to http://jquery-ui.googlecode.com/svn/trunk/ui/jquery.effects.core.js That's actually an error in that demo page. It should be pointing with a relative, not an absolute url, to pull effects.core.js from the website http://jqueryui.com/ui/effects.core.js instead of svn trunk.
