update webpack (pin vocabulary to 2020.11.1)

- pin vocabulary to 2020.11.1
  - MORE RECENT VERSIONS BREAK NAV
- add private:true to ensure webpack config is not accidentally
  published
- removed optional (and redundant since it is not published) items
