[css-syntax][editorial] Name/dfn each of the major steps in producing a stylesheet. Move the 'if you call this with a string, tokenize it first' from a general comment at the top of parsing to an explicit step in each parsing algo. Add a more convenient parsing hook for splitting on commas *then* CSS-parsing.
