Link to css-align-3 for alignment baseline (w3c#2830)

The Grid and Inline modules now link to css-align-3 for alignment baseline,
avoiding a link error as svg2-draft also defines alignment baseline.

No change needed for flexbox as it already linked to css-align-3.
