Multiple uploads: If one description is empty, all pictures in batch will have no desc

Summary:

I uploaded 2 photos via multiple uploads. One had a desc, one did not. I expected the one with the desc to have a desc saved, but both photos were uploaded without a desc.

Steps to reproduce:

Upload 2 photos via 2.9 multiple uploads, 1 with desc and 1 without

Device and Android version:

Samsung Galaxy s7 API 26

Commons app version:

2.9-release prodRelease build
