Problems noticed with license metadata in index.rdf.

(1) There is one occurrence of <dc:isReplacedBy>. Everywhere else it's <dcq:isReplacedBy>.
I'd guess that the one <dc:isReplacedBy> is a typo and was intended to be <dcq:isReplacedBy>.

(2) The following licenses are referred to but don't exist in index.rdf:

    http://creativecommons.org/licenses/by-nc-nd/2.1/
    http://creativecommons.org/licenses/by-nc-sa/2.1/
    http://creativecommons.org/licenses/by-nd/2.1/
    http://creativecommons.org/licenses/by-sa/2.1/

Each of those is linked to as the <dc:source> of the corresponding au, es, and jp licenses
(e.g. http://creativecommons.org/licenses/by-nc/2.1/au/ etc).

The following licenses are also referred to but don't exist:
