[Feature] Unnecessary google analytics function in resource.html and submission.html

Problem

The resource.html file in the docs/_layouts directory and the submission.html file in the docs/ directory, both contain a google analytics script function in the section. The function is unnecessary and out of date, and needs to be removed for cleaner code.

Description

Removing the extra function makes the code more readable and we can work on the google analytics part in the future after a good discussion.

Implementation
