Issue Description

Create new Staging CC Engine hosting. Based on:

We need a fully functional stage environment to move forward with validating CC Engine changes (including RDF related changes). Once the environment is proven and validated, it will be duplicated and replace the existing "legacy" chooser and licenses hosts.

Goals

  • Infrastructure as code
  • Staging (place to prove changes prior to being deployed in production)
  • Minimal modernization (use currently available software)

Services

  1. CDN (Cloudflare)
    • Caching introduces delay and confusion on development/staging sites
  2. URL Router (NGINX) host
  3. CC Engine host (both chooser and licenses)

The creativecommons/sre-salt-prime dev2019 branch now contains the configuration for the staging dispatch host (also see recent pull requests for related infrastructure work [ex. Debian 10 buster support]).

Next I will be working on the staging CC Engine host.
