Requests for piwik.js (Matomo) time out

Pages (at least https://creativecommons.org/licenses/by/4.0/deed.fr ) use a piwik.js file which has been failing to load for at least 2 days. This does not cause any defect visible as a user, but causes pages to only show as loaded after the HTTP request timed out. The URL is https://stats.creativecommons.org/piwik/piwik.js

This happens at least in Mozilla Firefox 71.0 and Google Chrome 78.0, on Windows 8 and 10. It happens from 2 networks on 2 tested (on different ISP-s), so I expect this is not a client-side firewall issue.
