Describe the bug

Japanese 2.0 and 2.1 legalcode link to non-existent "Unofficial English Translation"

To Reproduce

Browse to any one of the following pages:

The "Unofficial English Translation" link is at the bottom of the page

Expected behavior

Links should result in at 200 HTTP Status, not 404 HTTP Status.

Delete the link to the unofficial English translation. No idea why that is there or why it would be necessary. To my knowledge, CC has never had a policy of linking to unofficial translations of ported licenses. This is an aberration. Easiest is to simply remove the link at the bottom of the various 2.0 Japanese ported licenses rather than track down and re-link.

Second, there should only be 6 licenses at the 2.0 ported level. There should be NO 2.0 ports without BY as an element. CC deprecated and stopped the non BY licenses when we versioned from 1.0 to 2.0. Turn off those links as they were never made official TMK. Ping me if there is evidence CC sanctioned those.

Diane is asking CC Japan team for history over both the inclusion of a link to the unofficial translations at the bottom of 2.0 Japan ported licenses, and why the 2.0 Japan ported suite consists of 11, not 6.
