Description

The cc4 translation tools are inadequate (specifically the cc4 python tools for the "tech process" portion of the translation process).

  • If excerpt/snippet comments have been stripped, but content is current, then prep_cc4_code.py will insert them in the wrong location
  • The two scripts (prep_cc4_code.py and update_cc4_includes.py) should be combined and refactored (much like was done for cc0_update.py in PR CC0 tool update #1110)

Expectation

The cc4 python tools should ease the translation publication process and reliably eliminate as much manual work as possible.
