Add README for download zips #158

The source download currently contains the README.md from jquery-ui and the theme download currently has no README at all. We should include a README.txt to each, which explains the structure and intended use for all files. The README.md from jquery-ui should either be removed from the download or renamed to not confuse users.

We should review what's included and who is getting benefit from each file, and determine if we're using an optimal directory structure for our users. Changes to the structure should only occur during a major release since many users likely include the contents in some automated processes.
