Can anyone help track down why this change did not update some sites? Specifically, the sites that didn't update include jquery.com, api.jquery.com, blog.jquery.com, blog.jqueryui.com, blog.jquerymobile.com, and learn.jquery.com. The blog sites seem even older than the other sites in terms of what the footer links look like.

For starters, nothing in jquery-wp-content will ever affect the blogs. Those are separate installs and the foundation never wanted to prioritize the work to make that not be the case.
