I think allowing [`counter()`](https://drafts.csswg.org/css-lists/#counter-functions) to return an integer would be a better way to address this kind of problems.

```css
.foobar {
  counter-reset: n;
}
.foobar > * {
  counter-increment: n;
  grid-row: counter(n integer);
}
```
