Just found this in the footer on https://artfight.net:

It's currently not using this API, and arguably not doing exactly the same thing either (the popup is associated with only the 🛈, and not the preceding text), but it seems like a use-case for having these visible even on a desktop PC, where hovering is an option. (i.e. to indicate that there is any additional information to be had at all)
I'm pretty sure I've seen this in other places before as well.
