As the message says, there are dozens of graphics, and we are hoping dozens more will be created, what specifically are you referring to when you say “the graphic”?
Are you asking if people creating new graphics will be forced to use a particular license, or are you asking how they will be credited?

What copyright will the WMF enforce for the "local Wikipedia 15 logos"?
It is not unreasonable to expect this to be made clear before volunteers donate their artwork.

If I'm right I guess WMF won't enforce any specific copyright on the marks. Volunteers will be created the works and release them under commons acceptable license as usual on their own choice. Nahid is correct. There is not a requirement (which is why it is not mentioned).
As I said, most people are choosing to do what WMF has done and released them under public domain, but others have chosen to release them under CC BY-SA (in some cases because of the works they are deriving from). Using public domain makes it easier to share on social media, but that is not anything new or specific to this campaign.
