- Updated French translation

- Some browsers don't send the $_SERVER['HTTP_ACCEPT_LANGUAGE'], so I added a 'isset' otherwise a PHP Notice message and Warning will be showed if $_SERVER['HTTP_ACCEPT_LANGUAGE'] is not set.

- Fix small error of "URL window" to "URL bar"

- Small grammatical clarification in English translation re: CSS validator

- separated German from English to be consistent
- removed trailing ?>
- added entry (in English) for each language re: clipboard in Firefox
- added note about orphaned array slots
- changed test for languages to in_array in order to be more maintainable in the future with additional languages

The function 'getenv' does not work if the Server API is ASAPI (Internet Information Services).

Per Flo's emailed consensus, added change to LGPL (2.1), authorship for myself, and updated copyright notices to 2007

Added Sined's translations

Added identity tests (for speed and accuracy) in cases where I knew it would be as safe as an equality test

Fixed one German localization number

Added localizations here to work with css_optimiser.php, including adding space for Chinese, French, and German ones whose translations I did not know.

Also added a couple of Chinese translations for untranslated items (wife's help)
