CSSTidy Code

- Fixed a bug for PHP4
- Corrected settings for C++

Improved interface for the web interface of CSSTidy. The PHP version should now have beta quality.

Additional to that, all commit messages like this one will (or rather should) be sent to the mailing list from now on. So all subscribers get a deeper insight into the development process.

- fixed random fime name in css_optimiser.php
- fixed crash and optimisation bug in merge_selectors() (hopefully)

Fixes and various code improvements.
Yet to be updated are the templates, then the new preserve_css mode should be quite finished.

C++: Finished implementation of preserve_css. There are still bugs left and more improvements will be added.
