Per Flo's emailed consensus, added change to LGPL (2.1), authorship for myself, and updated copyright notices to 2007

Changed HEREDOC to double-quoted

Fixed htmlspecialchars to be utf-8

Changed ob_start sequence to file_get_contents()

Added identity tests (for speed and accuracy) in cases where I knew it would be as safe as an equality test

I added formatted_page() function to print out a valid XHTML document of the CSS output (also added write files to class.csstidy.php to optionally write whole files of these too).

In order to allow templates to use   without appearing in plain format, I replace them in plain format.

FS#141: @media declarations are sometimes moved incorrectly

- added seperate selectors feature to C++
- added a timestamp feature to C++ and PHP

- Fixed a bug for PHP4
- Corrected settings for C++

Indentation in at-rules is now working correctly
