Switch CSS Code

Fixes to inherit, correctly finds selectors gained through prepending. Change to include behavior, now behaves more like content is written in-place, style rules will now correctly gain selector of parent style rules. Added unit tests for all new/fixed functionality

TEST: uploading whitespace change

Changed help message for the file process option.
