API homepage - add a link to the issue tracker and contributing guidelines in the intro #91

I think the homepage of API docs are an odd place to be introducing someone to the contribution guidelines.

Yeah, you're right. The "how to report an issue" section in the contributing guidelines isn't really relevant here so we don't need to link to it. We could just add a link to the API docs issue tracker.

Closing as the consensus is not to have this but there will be a standardized feedback mechanism across sites, tracked in jquery/jquery-wp-content#279
