Sailing identity Frank Albert can be seen holding the rail, far left. The man to his left is possibly A G Milson, a famous yachtsman and chairman of the Anniversary Day Regatta Committee. The gentleman standing at the lowest point on the stairs is likely to be Colonel Alfred Spain.
