Paine, NASA's Administrator. President Nixon nominated Low for the post November 13, 1969, and the Senate confirmed him on November 26, 1969. Low, who joined the National Advisory Committee for Aeronautics (NASA's predecessor agency) in 1949, was the fourth person to hold the Deputy Administrator post at NASA.
