It is said that Silverstein told AEC Director Glenn Seaborg that the officials could not leave until a deal was struck. Because Plum Brook was a federal acility, it was not required to file for an AEC license, but to promote peace of mind in the nearby community and maintain safety, NASA officials decided to work through the commission. They received the AEC designation Test Reactor 3 (TR-3).
