Phillips takes charge of Virginia Army National Guard
Col. William R. Phillips, II, received his promotion to brigadier general Oct. 2 and took charge of the Virginia Army National Guard as the new Assistant Adjutant General for Army in a ceremony conducted at Fort Pickett. Phillips’ wife Renee and his mother Florence conducted the promotion along with Maj. Gen. Daniel E. Long. Jr., the Adjutant General of Virginia. Long announced Sept. 20 that Phillips would be promoted to brigadier general and assume responsibilities for the position from Brig. Gen. Stephen L.
