Maj. Kim Wynn, battalion commander for the Virginia National Guard’s Recruiting and Retention Battalion, is promoted to lieutenant colonel Dec. 1, 2023, at Fort Barfoot, Virginia. Brig. Gen. Christopher Samulski, Deputy Commanding General for the 29th Infantry Division, presided over the ceremony.
