Command Sgt. Maj. Scott Rivera-Wenger takes responsibility as the top noncommissioned officer of the Virginia National Guard’s Fort Belvoir-based 91st Cyber Brigade from Command Sgt. Maj. Timothy Hawley during a change of responsibility ceremony Sept. 10, 2023, at Fort Belvoir, Virginia. Col.
