PUBLI HER'S PREFACE
About the Book
"Common Sense was a eries of pamphlets written by Thomas Paine. It was first publis ed anonymously on January 10, 1776, during the American Re olution. Paine wrote it with editorial feedback from Benjamin Rush, who came up with the title. The document denounced ritish rule and, through its immense popularity, contributed t stimulating the American Revolution. The second edition wa published soon thereafter. A third edition, with an account ng of the worth of the British navy, an expanded appendix, and a response to criticism by the Quakers, was published on Februa 14,1776.
Paine donated the copy ight for Common Sense to the states, and as one biographer noted, Paine made nothing from the estimated 150,000 to 0,000 copies that were eventually printed (various source disagree on the number of printed copies in Paine's lifetim ). In fact, he had to pay for the first printing himself."

About the Author
Thomas Paine (1737 - 18 9)
"Thomas Paine ... was pamphleteer, revolutionary, radical, liberal and intellectual. Born in Great Britain, he lived in America, having migrate to the American colonies just in time to take part in the Ameri an Revolution, mainly as the author of

the powerful, widely read pamphlet, Common Sense (1776), advocating in ependence for the American Colonies from the Kingdom of G at Britain and of The American Crisis, supporting the Revolutio ,
Later, Paine w s a great influence on the French Revolution. He wrote the Rig ts of Man (1791) as a guide to the ideas of the Enlightenmen , Despite an inability to speak French, he was elected to th French National Assembly in 1792. Regarded as an ally of the irondists, he was seen with increasing disfavour by the Monta nards and in particular by Robespierre.
Paine was arr sted in Paris and imprisoned in December 1793; he was releas d in 1794. He became notorious with his book, The Age of Re son (1793-94), which advocated deism and took issue with Ch stian doctrines. While in France, he also wrote a pamphlet titl d Agrarian Justice (1795), which discussed the origins of pro erty and introduced a concept that is similar to a guaranteed m nimum income.
Paine remain d in France during the early Napoleonic Era, but condemned N poleon's moves towards dictatorship, calling him "the complete t charlatan that ever existed," Paine remained in France until 1 02, when he returned to America on an invitation from Thomas efferson, who had been elected president.
Paine died at 59 Grove Street in Greenwich Village, New York City, on the m rning of June 8, 1809,"

PERHAPS the sentimen s contained in the following pages, are not YET sufficie tly fashionable to procure them general favour; a 10 g habit of not thinking a thing WRONG, gives it a superfici I appearance of being RIGHT, and
raises at first a formidable 0 tcry in defense of custom. But the tumu It soon subsides. Time akes more converts than reason.
As a long and violent abuse f power, is generally the Means of calling the right of it in qu stion (and in Matters too which might never have been thou ht of, had not the Sufferers been aggravated into the inquiry and as the King of England hath undertaken in his OWN RI HT, to support the Parliament in what he calls THEIRS, and as he good people of this country are grievously oppressed by he combination, they have an undoubted privilege to inqui e into the pretensions of both, and equally to reject the usurpati n of either.
In the following sheets, th author hath studiously avoided every thing which is personal among ourselves. Compliments as well as censure to individual make no part thereof. The wise, and the worthy, need not th triumph of a pamphlet; and those whose sentiments are injud clous, or unfriendly, will cease of themselves unless too muc pains are bestowed upon their conversion.
The cause of America is in a great measure the cause of all mankind. Many circumstan s hath, and will arise, which are not local, but universal, and hrough which the principles of all Lovers of Mankind are affect d, and in the Event of which, their

Affections are interested. The layin a Country desolate with Fire and Sword, declaring War again the natural rights of all Mankind, and extirpating the Defen ers thereof from the Face of the Earth, is the Concern of every an to whom Nature hath given the Power of feeling; of which Class, regardless of Party Censure, is the AUTHOR.
P.S. The Publication of this new Editi n hath been delayed, with a View of taking notice (had it been ecessary) of any Attempt to refute the Doctrine of Independan e: As no Answer hath yet appeared, it is now presumed that n ne will, the Time needful for getting such a Performance re dy for the Public being considera bly past.
Who the Author of this Production i , is wholly unnecessary to the Public, as the Object for Attenti n is the DOCTRINE ITSELF, not the MAN. OF THE ORIGIN AND DESIGN OF GOVERNMENT IN GENERAL. WITH CON ISE REMARKS ON THE ENGLISH CONSTITU ION
SOME writers have so confounded society with overnment, as to leave little or no distinction betwee them; whereas they are not only different, but have d fferent origins. Society is produced by our wants, and govern ent by
our wickedness; the former promotes our POSITIVElY by uniting our affections, the latter NEGATIVElY by restraining our vices. The one encourages intercourse, the other creates. disti The first a patron, the last a punisher,
Society in every state is. a blessing, but government ev best state is but a necessary evil; in its. worst state an int one; for when we suffer, or are exposed to the same iseries BY A GOVERNMENT, which We might expect in a WITHOUT GOVERNMENT, our calamity is heighte reflecting that We furnish the means by which We suffer. Government, like dress, is the badge of lost innocen e; the palaces of kings. are built on the ruins ofthe bowers of p radise. For were the impulses of conscience clear, unifor , and irresistibly obeyed, man would need no other lawgiver; ut that not being the case, he finds it necessary to surrender u a part of his. property to furnish means for the protection of t e rest: and this he is induced to do by the same prudence hich in every other Case advises. him out of two evils to cho se the least. WHEREFORE, security being the true design and end of government, it unanswerably follows, that whatever FORM thereof appears. most likely to ensure it to us, with t e least expense and greatest benefit, is. preferable to all others.

In or er to gain a clear and just idea of the design and end of gave nment, let us suppose a small number of persons settled in s me sequestered part of the earth, unconnected with the rest, they will then represent the first peopling of any country, or 0 the world. In this state of natural liberty, society will be their first thought. A thousand motives will excite them thereto, the rength of one man is so unequal to his wants, and his min so unfitted for perpetual solitude, that he is soon obliged to se k assistance and relief of another, who in his turn requires the s me. Four or five united would be able to raise a tolerable dwel ing in the midst of a wilderness, but one man might labour out f the common period of life without accomplishing any thin; when he had felled his timber he could not remove it, nor ere it after it was removed; hunger in the mean time would urge him from his work, and every different want call him a diffe ent way. Disease, nay even misfortune would be death, for tough neither might be mortal, yet either would disable him rom living, and reduce him to a state in which he might rath r be said to perish than to die.
Thus necessity, like a gravitating power, would soon form our newl arrived emigrants into society, the reciprocal blessings of whic , would supersede, and render the obligations of law and gave nment unnecessary while they remained perfectly just to each other; but as nothing but heaven is impregnable to vice, it will navoidably happen, that in proportion as they surmount the rst difficulties of emigration, which bound them together in a ommon cause, they will begin to relax in their duty and atta hment to each other; and this remissness will point out the nece sity of establishing some form of government to supply the efect of moral virtue.

rate on public matters. It is more than robable that their first laws will have the title only of REGULAT ONS, and be enforced by no other penalty than public diseste m. In this first parliament every man, by natural right, will h e a seat.
But as the colony increases, the public concerns will increase likewise, and the distance at which he members may be separated, will render it too inconveni nt for all of them to meet on every occasion as at first, w en their number was small, their habitations near, and the p blic concerns few and trifling. This will point out the convenie ce of their consenting to leave the legislative part to be mana ed by a select number chosen from the whole body, who are supposed to have the same concerns at stake which those wh appointed them, and who will act in the same manner as the hole body would act, were they present. If the colony conti ues increasing, it will become necessary to augment the num er of the representatives, and that the interest of every pa of the colony may be attended to, it will be found best to ivide the whole into convenient parts, each part sending its p oper number; and that the ElECTED might never form to t emselves an interest separate from the elECTORS, pruden e will point out the propriety of having elections often; be use as the ELECTED might by that means return and mix gain with the general body of the ELECTORS in a few month, their fidelity to the public will be secured by the prudent ref ection of not making a rod for themselves. And as this fre uent interchange will establish a common interest with every art of the community, they will mutually and naturally support ach other, and on this (not on the unmeaning name of king) d pends the STRENGTH OF GOVERNMENT, AND THE HAPPINESS F THE GOVERNED.
Here then is the origin and rise of gover ment; namely, a mode rendered necessary by the inability of oral virtue to govern
