Analysis of challenges

Poor representation of civil society in CCM to advocate for CSS and influence decision-making. Poor evaluation of the needs by the civil society organisations representing communities in the CCM Lack of understanding of the scope of work from proposal development to the entire cycle (negotiation, implementation) and within proposal development from definition of community and CSS activities to identification of gaps, identification of sub/sub-recipients requirements.. Lack of information among community organisations and CSOs about TS opportunities and procedures Time constraints: time too short between call for proposals development and submission

Analysis for challenges

Some governments are reluctant to work with civil society and are not always willing to share resources with non-government groups; Some community groups face difficulties in acquiring legal registrations status due to the nature of their work with key affected populations; Inevitable competition for resources and a multitude of expressed priorities among the UNAIDS 10 juillet community organizations leads 2009 to an unproductive situation.

Recommendations for UNAIDS: How to support CSS


1. Be a broker and convener in bringing community-level groups and partners together : Mitigate conflicts and build consensus on common goals, urgent priorities. Develop strategies to address them. For community wide consultations, conduct needs assessments and mapping, support the proposal development process among CSOs; Support coordination and facilitate networking among the different groups 2. Work with CCMs to ensure civil society membership in CCMs, in particular those representing key affected populations. Strengthen their participation and involvement in decision-making processes during proposal development and the life time of the grant.

Recommendations for UNAIDS


3. UNAIDS together with other development and technical partners can raise demand for CSS within CCMs and in general at country-level by providing information: Know your epidemicwhich groups are most affected and which should be prioritized for support. Best practices/case studies to demonstrate the value of civil society contribution at community level in HIV prevention & care services Guidance on what CSS is, the core priority areas for funding and how to develop quality proposals on CSS; 4. Facilitate access to technical support: provide information on availability of/and funding for TS at national and regional levels (i.e. TSF)

Recommendations for UNAIDS 5. Facilitate mentoring/partnerships with international NGOs for potential PRs and sub-recipients. 6. Be a source of information for the Global Fund on the challenges related to developing proposals on CSS. This could assist the GF to provide clearer guidelines and instructions on how to develop proposals to include CSS activities. 7. Be a bridge/facilitate building relationship between civil society and the Portfolio Manager.
