As things were, the CI was still allowing PHP 8.2 to fail. This is no longer necessary since PR 34 has been merged. Additionally, now PR 77 has been merged, the build should also pass against PHP 8.3. Adding 8.4 as well as an early warning system, but allowing it to fail. Includes updating the badge in the README.

Description
As things were, the CI was still allowing PHP 8.2 to fail. This is no longer necessary since PR #34 has been merged.
Additionally, now PR #77 has been merged, the build should also pass against PHP 8.3.
Adding 8.4 as well as an early warning system, but allowing it to fail.
Includes updating the badge in the README.

Nothing yet, there are a few more PHP 8.3 related PRs open which should be merged before PHPCS can be declared runtime compatible.
