Keypad needs to be invisible in final step of upload screen (2.9-release branch)

Summary:

In the 2.9-release branch, when uploading, the keypad always blocks the lower half of the screen in the final step. This is both unnecessary (there is nothing that needs typing in the final step), and bad for user experience (it blocks "Submit", so the user has to press the back button to get out of the keypad in order to submit their upload, and in the worst case scenario they may not realize that and would wonder 'why can't I complete my upload?')

Steps to reproduce:

Build 2.9-release branch, upload a pic, get to final step and try to Submit

Device and Android version:

Samsung Galaxy s7 API 26

Commons app version:

2.9-release branch
