Post deletion notification in user pages of all users who have uploaded a version of that file

As mentioned in #3464 (comment) (emphasis mine):

When someone nominates a file for deletion, a notification (using {{subst:idw}}) should be placed on the user talk page of everyone who uploaded a version of that file. [...] This is a serious problem, since it means that uploaders may not find out that one of their uploads has been nominated for deletion.

We currently only place the deletion notification only on one uploader talk page (not sure which one). Ref: related code

We should get a list of all users who have uploaded a version to the image and post a notice on all their user pages.

Hi, I have implemented a fix for this issue.

The problem was that only the first uploader was retrieved from the imageInfo API and the deletion notification flow stopped after the first emission.

I added support to fetch all file revisions using iilimit=max and updated the deletion logic to notify all unique uploaders.
