What I am wondering the whole time is why I cannot load needed pictures when the app does not know my location in the first place. Can I only look at the needed pictures at my current location?

This is a good question. The map was initially designed as a "Nearby" map, that would allow users to view needed pictures at their current location. We eventually added the option to "Search" for needed pics at other areas, but we did not change the location requirement
What do you all think about allowing users to access the map without their location? I think it would be doable (and would help a lot if a user has GPS disabled but just wants to upload their old photos).
If the location was accessible, of course we would load the map at their location. Otherwise perhaps we could load the map at a random location and say "Location not found", but STILL load the pins at that location. Then the user can navigate to the area that they want, and search that area for their desired pin?
