Some WLM uploads have null country code

Summary:

This was discovered by @neslihanturan , I am just documenting it here. Some of her uploads return a null country code, both when geotagged and when not geotagged. Thanks to #4574 we will not actually be putting out templates with null country codes, however this bug does mean that when it happens, the user's upload will not be included in the WLM 2021 contest and will not generate templates. So we should fix this ASAP.
