Mandatory justification for deletion nominations

Commons gets too many frivolous deletion requests from our app.

Let's make it mandatory to enter a justification. Both when deleting from Media Details or from Review.

Is this related to #6643? I'm working on that and can integrate this requirement to make the text field justification mandatory if that works. I can add this issue as a reference and update my PR.

@nicolas-raoul I've handled this (partly) in my updated PR. This takes care of requiring justification for deletion nomination from the Review flow.

I can also take care of this requirement within the media details deletion nomination flow in a separate PR since the implementation is a bit different. If this sounds good, I can open a PR to address this part.

Hi @amahuli03, ideally we should keep the PR focused on one issue until it's refactoring task where rewriting some part can actually fix some issues.

I can work on the next part of this issue, which is to require justification for deletion nomination from the media details page. Should we open a new issue for this since part of this ticket is in another PR?
