This PR adds category suggestions to direct Nearby uploads. The category associated with the Wikidata item that the user is uploading from should be added to the top of the category suggestions screen. Not all Wikidata items have categories, however. To check if an item has a category when you test it, you can play around with the query here.
Editing Wikidata properties is not included in this PR.
Tested on Android 7.0 real device and 7.1 emulator.
