Fix: Explore map does not refresh after enabling location

Fixes #6599

Changes

• Added a permission check in onResume within ExploreMapFragment.kt.
• This ensures the map data refreshes immediately if the user grants location permission via system settings while the app was paused.

Testing

• Verified on device: Map now correctly centers on user location after returning from Settings.
