This PR introduces the ContextualFlowControl utility to propagate 'ifc' tags across schemas and transformations. It enhances classification integrity by ensuring input classifications are reflected in outputs. Tests such as recipe with ifc property verify this behavior

Carry ifc tags through the system, so we have a good sense of classification of data.
There is no enforcement, merely maintenance of labels.
