Section 2(a)(1) of CC 4.0 is written in Chinese as follows, and I quote:

例外和限制 为避免疑义，若著作权的 例外和限制 适用于您对授权作品(Licensed Material)的使用，本公共许可协议将不适用，您也无须遵守本公共许可协议之条款。

However, in section 1(e) of CC 4.0 is written in Chinese as follows, and I quote:

例外与限制：指合理使用(Fair Dealing and Fair Use)和/或其他适用于您对授权作品(Licensed Material)的使用的著作权与类似权利的例外或限制。

Fortunately, both 和 and 与 have the same meaning in Chinese, which means "and".

Expectation

Just replace 例外与限制 with 例外和限制.
