[Bug] The download [pdf] file links at the bottom of some resources are not working

Description

As the merging of PR #289, the paths to downloads/ccguides are not working, the reason being the re-structuring of the files in the codebase. This leads to unwanted behaviour of the links, showing file not found.

Reproduction

1. go to https://resources.creativecommons.org/
2. click on resource named six licenses for sharing your work
3. scroll down a bit, and inside a box mentioning available languages for the resource,
4. click on any link like flat or folded.
5. See error.

Expectation

The links should open the desired pdf files.
