[Feature] Change the design of resource cards on homepage using vocabulary #297

Problem
The resource cards listed on the homepage and all.html page have a very basic design at present. this gives an outdated view to the whole website.
Description
Utilising vocabulary in the visual planning of resource cards will not only make them look updated and better, but also make them align with current CC aesthetics.
