Description

Reduce use of "collection" (which may imply only location based assets can use CC signals)

I don't think this pull request should be merged. We know there is a discrepancy between the intended use case and the ways the proposed mechanism can be technically used, but removing the focus on collections in the documentation does not solve the issue. Instead, we will deal with this tension more directly as we map our next steps with product development.
