Update the Recommended section to match v2 of the mockups

Description

This PR updates the layout and implementation of the Recommended section to match the v2 of Chooser designs.

Technical details

I used the deprecated Vocabulary Icon font for this component to load icons dynamically and have a white background on them. When the Vue Vocabulary SVG icon component is ready, I will change the icon font to the icon component.

Tests

Currently, the tests in the master branch are broken, so I've commented out some failing tests. I've also added unit tests for this component, the coverage is at 100%.
