Provide chapter leads with means to see progress of a vouching

Some people that indicate that they want to be part of my chapter have problems getting vouched, mostly because the voucher forgot to vouch.

I now ask Claudio what the status is of a person and chase the voucher to make a decision, it would be better if chapter leads had more insight in this.

It would also be helpful to see if the request has been received by the Membership Committee
