Allow chapter leads to change their chapter page e.g.: https://network.creativecommons.org/chapters/cc-netherlands/

This can include updating a link, adding a translation or providing a short two-line introduction.

I support this. @hugosolar how are we imagining this pages in the redesign?

The user experience here needs to be defined better before this is ready for work.
