Clarification on vouchers 'no' and 'cannot' vote

There is some text clarification needed. When voucher vote 'no' it should specify in brackets that they don't want this person to join the Network and they need to provide a reason why.
When vouchers vote 'cannot' it should specify in brackets that this means that they might not know the person or have other reasons why they do not want to vouch for the person.

Hi Hugo, I think this is fine actually. It seems that the problems I have encountered with this stem from the pre-claudio review time. Maybe we can add in brackets after the accepting and rejection options - (you will need to provide a reason below). Or does this make it too clunky? I think it should be fine. If we run into problems again we can review this. Best, Julia
