Change of retention period of rejected applications

Hi Hugo,

If an application is rejected it should not be immediately be removed from the system. The applicant has 21 days to file an appeal so we need to keep the application for 30 days after rejection.
If no appeal has been received within these 30 days, the rejected application and all the applicants data must be deleted.
