Email sent to vouchers sometimes create an odd "username" for the *|APPLICANT_NAME|* field

Checking the user information in this particular case, it seems odd to use that |APPLICANT_NAME| considering there is no field with that number on it.

This bug happens once in a while, but still happens and it needs some research.
